A. Background
Bangka Belitung University (UBB), as a state university with a global vision, has an obligation to develop globally oriented programs to enhance its reputation not only nationally but also internationally. Efforts to strengthen UBB’s international standing are pursued by building cooperation networks with reputable international universities and industries. One of the strategies includes accepting international students. This program aims to increase academic diversity, enhance global collaboration, and foster a more inclusive learning environment. Furthermore, this initiative contributes to improving UBB’s education quality in line with its goal of becoming an internationally reputable university. Therefore, this guideline outlines the types of programs, procedures, and admission flow for international students at UBB.
B. Objectives
- To provide an overview of the types of programs, procedures, and admission process for international students at Bangka Belitung University.
- To serve as a guideline for determining the quality standards of international student admission services.
C. Legal Basis
- Law of the Republic of Indonesia No. 20 of 2003 on the National Education System.
- Law No. 12 of 2012 on Higher Education.
- Government Regulation No. 4 of 2014 on the Implementation of Higher Education and University Management.
- Presidential Regulation No. 65 of 2010 on the Establishment of Bangka Belitung University, Borneo Tarakan University, and Musamus University.
- Minister of Education, Culture, Research, and Technology Regulation No. 55 of 2023 on the Organization and Work Procedures of Bangka Belitung University.
- Minister Regulation No. 2 of 2024 on Standard Operating Costs of Higher Education at State Universities under the Ministry of Education, Culture, Research, and Technology.
- Minister Regulation No. 4 of 2024 on the Statute of Bangka Belitung University.
- Ministerial Decree No. 36810/M/06/2024 on the Appointment of the Rector of Bangka Belitung University for the 2024–2028 term.

D. Scope
This guideline applies to the implementation of international student admissions and is addressed to all international students who wish to pursue education at Bangka Belitung University.
E. Types of International Student Programs
1. Full Degree
This program is intended for students aiming to complete an academic degree at UBB (Bachelor’s for undergraduate programs and Master’s for graduate programs).
- Bachelor’s: Duration 3–4 years, conducted in Indonesian and/or English.
- Master’s: Duration 2 years, conducted in Indonesian and/or English.
2. Non-Degree
Non-degree programs are academic activities not aimed at obtaining an academic degree. They include:
- Student Exchange: Attending classes for 1 semester to 1 year as part of an inter-university agreement.
- Research: Conducting joint research with UBB lecturers for a set period based on cooperation agreements.
- Short Courses/Certification: Intensive courses, professional training, or certification programs lasting 6 months to 1 year.
F. Requirements
- Graduated from previous education level, proven with translated diploma or transcript (for Master's programs) into English and/or Indonesian by a sworn translator.
- TOEFL ITP score of at least 470 or IELTS 5 (for Bachelor’s); TOEFL ITP 500 or IELTS 5.5 (for Master’s). Not required for students from English-speaking countries.
- Recommendation letter from previous institution in English or Indonesian.
- Scanned valid passport.
- Permission letter from home institution (for non-degree programs).
- Health certificate from a government hospital.
- Active health/life insurance.
- Signed statement of compliance with UBB regulations and funding commitment.

J. Fees
Full degree students are required to pay the Single Tuition Fee (UKT) each semester and the Institutional Development Fee (IPI) once during initial enrollment.
Non-degree program participants are subject to applicable fees based on the program, as specified in a Rector’s Decree.

This guideline is established to serve as a reference for the admission process of international students for both full degree and non-degree programs, and as a guideline for all stakeholders involved at Bangka Belitung University.
